Focus Strategies is developing a series of resources designed to assist homeless system lead agencies (typically Counties or Cities), as well as Emergency Operation Centers (EOCs), to develop guidance for homeless system providers and partner systems that outline expected or suggested program modifications necessitated by COVID-19. The objective is to provide homeless system leads with a streamlined method for developing and disseminating policy and practical guidance, by identifying key topics, offering suggested policies or policy options, and providing language that can be adopted or adapted. Rather than having to develop guidance from a blank slate, agencies can begin with a template and customize it to their unique local needs.
