Supportive Housing System and Project Development

Focus Strategies has worked with communities to design and develop supportive housing systems, as well as individual supportive housing projects. Our work in this area includes:

• Developing, launching, analyzing, and operating prevention, rapid re-housing, and permanent supportive housing programs and systems;
• Conducting feasibility and financial analysis of supportive housing development projects;
• Creating successful partnerships across systems with multi-disciplinary teams, and developing agreements to document and support ongoing partnerships;
• Designing multi-disciplinary service plans for supportive housing projects;
• Developing policies and procedures for managing supportive housing projects and programs;
• Developing and implementing project oversight and monitoring policies and procedures; and
• Grants strategic planning.

Supportive Housing Development Projects

Focus Strategies has assisted communities to develop new permanent supportive housing systems and projects. For the past ten years, we have provided ongoing support in the development and operation of permanent supportive housing to Sacramento County Division of Behavioral Health Services.

Since the inception of Mental Health Services Act (MHSA) planning, housing for homeless people with mental illness has been a high priority. To that end, Sacramento County Division of Behavioral Health Services (DBHS), committed to partnering with non-profit housing developers to finance and build affordable housing units specifically for homeless people with mental illness. Focus Strategies has advised DBHS on the investment of MHSA funds to create 165 new permanent supportive housing units for MHSA eligible individuals, located in eight separate developments (many of them mixed projects consisting of affordable units and supportive housing units). Focus Strategies monitors the properties and the system of housing for more than 600 people with serious mental illness.
